It has over 80 production locations in 20 countries, serves more than 75 countries and sells over 12 million tons of feed per year. In Uganda, De Heus is best known for its brand Koudijs. To extend its business in East Africa, De Heus will start local production of animal feed in Uganda and Kenya. The construction of a new tilapia fish feed plant in Uganda will boost aquaculture, create jobs, improve food security, and shift from import to export.

What is your role?
The Health, Safety, and Environment (HSE) Officer is responsible for ensuring compliance with occupational health and safety (OHS) guidelines, advising on safety measures, conducting risk assessments, and enforcing preventative measures. This role involves promoting a safe workplace, providing training, and investigating incidents to improve overall safety. You need to be structured, have a strong personality, highly motivated, and integral. This job demands a high degree of attention to detail. Our ideal candidate:
Responsibilities:
• Advise and guide staff, contractors, consultants, and stakeholders on safety, health, social, and environmental matters to ensure compliance with regulations and best practices.
• Support the Quality Manager in raising awareness of health and safety issues within De Heus Uganda facilities and among all involved parties.
• Maintain relationships with regulatory bodies to secure and renew necessary permits, licenses, and certifications.
• Ensure a safe working environment for employees, contractors, stakeholders, and the public by proactively managing risks and hazards.
• Regularly perform safety inspections, risk assessments, and reviews of working procedures to ensure ongoing compliance and safety.
• Record and investigate all incidents, including near misses, to identify root causes and recommend process improvements.
• Provide regular updates and reports on health, safety, and environmental activities to the Quality Manager.
• Develop and conduct structured health and safety training programs, including comprehensive induction sessions for all stakeholders.
• Prepare and maintain health, safety, social, and environmental management plans, ensuring they are regularly reviewed and updated.
• Inspect work sites regularly to identify and address non-conformities, ensuring enforcement of corrective actions for unsafe practices.
• Ensure that all health and safety policies, procedures, rules, and regulations are current, reviewed regularly, and effectively communicated.
• Stay informed about relevant health, safety, and welfare legislation, and communicate updates to all relevant stakeholders.
• Serve as the primary contact for safety, health, and environmental concerns or inquiries from employees and management.
• Ensure that health and safety signages are placed all over the factory and understood by all staff, stakeholders and visitors.
• Perform other duties as assigned by the Line Manager.
Qualifications and requirements
• Bachelor’s degree in occupational safety and health, Environmental Sciences, or a related field.
• 3 -5 yrs plus experience in a similar position preferably in the FMCG, Animal Feeds, or Professional services industry.
• In-depth knowledge of relevant health and safety regulations and best practices.
• Strong understanding of risk assessments and hazard identification processes.
• Proven experience in developing and implementing HSE programs, preferably in the FMCG or manufacturing industry.
• Proven track record of implementing successful safety programs.
• Analytical mindset with the ability to identify and address safety and environmental concerns proactively.
• Excellent communication and interpersonal skills, with the ability to effectively train and educate employees at all levels.
• Detail-oriented and highly organized, able to prioritize and manage multiple tasks simultaneously.
• Proficient in Microsoft Office Suite and other relevant software applications.
• Knowledge of food safety and quality regulations.
• Ability to work independently and collaboratively in a team environment.
• Ability to multitask and work in a fast-paced environment.
